other ecosystems (e.g. the UK’s Enterprise Investment Scheme and Seed Enterprise Investment Scheme, which also includes loss relief for investors).

Note: one of our arguments is that the lower overall funding rates and smaller round sizes in Canada represent a market failure rather than a reflection of differences in startup quality or market potential. It is conceivable, however, that some of the differences could be explained by Canadian startups being of lower quality, or VCs being unwilling to invest similar amounts due to concerns about the smaller Canadian market size, say. Nevertheless, even if this were the case, the solution would be very similar – i.e. better resourced early-stage infrastructure, which would enable programming and resources to improve startup quality, together with other seed-stage interventions – rather than later-stage instruments.
